Can an agent after three years all of a sudden request a water and lights deposit amount?

I have it on voice note that the error is on their side. The last renewal was done December 1, 2024. Never has this been noted or required.

The tenant will have to look at the lease agreement. If it wasn't worded in there, then the demand is unlawful and should be referred to the Rental Housing Tribunal.

You don't need a lawyer at the tribunal and can represent yourself, and it's findings carry the same weight as a court order.
