SAPS bids farewell to its spiritual commander as Chaplain (Captain) Mokoena joins SANDF

When death claimed SAPS officers in the line of duty in Limpopo, Chaplain (Captain) Toto John Mokoena stood as the unwavering messenger between worlds, delivering devastating news with such divine authority that even in their deepest grief, families found an anchor. 

His memorial services transcended ceremony, becoming profound spiritual interventions that guided both officers and families through the valley of the shadow of death with dignity and hope. However, the South African Police Service (SAPS) is bidding farewell to Chaplain (Captain) Mokoena, a spiritual leader whose ministry has been a cornerstone of law enforcement resilience. His departure marks the end of an era for Limpopo’s police ranks, leaving behind a legacy of unwavering spiritual leadership. 

The legacy of spiritual resilience in law enforcement 

“SAPS is in mourning for the departure of a chaplain who didn’t just counsel officers but spiritually rearmed them,” said Provincial Commissioner of Limpopo police, Lieutenant-General Thembi Hadebe. “When our personnel faced the moral and psychological wounds unique to police service, his ministry penetrated where traditional support could not reach, restoring warriors whose spirits had been injured in the line of duty.” Yet, SAPS now faces a new reality as Mokoena, 51, prepares to take up a new mission within the South African National Defence Force (SANDF). 

A new frontline for spiritual resilience 

"In the spiritual war against despair, trauma, and psychological harm, Chaplain Mokoena has been our most valiant commander," proclaimed Hadebe. "His redeployment to SANDF represents not a loss but an expansion of his sacred mission to strengthen those who stand between South Africa’s citizens and the forces that threaten them." 

Since joining SAPS in 2016 as a Warrant Officer, Mokoena has led an unrelenting spiritual campaign throughout Limpopo's police ranks. Holding a Bachelor of Theology from the University of Pretoria, fortified by technical training in Mechanical Engineering, he has deployed a uniquely powerful combination of divine wisdom and practical strategy. His leadership transformed the province’s Employee Health and Wellness division into a spiritual fortress. 

Mokoena’s spiritual battlefield extended beyond police station walls. His commanding presence in the South African Council of Churches Limpopo Province and his role as co-founder of the Polokwane CBD Renewal Group established vital supply lines of spiritual support, linking police officers and civilians. 

Recognised as Mover and Shaker of the Year 2022/2023, Mokoena’s tactical genius in developing proactive programmes addressing ethical challenges, relationship strains, and change management created a lasting spiritual shield for officers facing daily confrontations with humanity’s darkest realities. 

Answering the call beyond SAPS 

SAPS is in mourning for the loss of a spiritual commander whose presence fortified officers against the daily traumas of law enforcement. “What makes Chaplain (Captain) Mokoena exceptional is not just his compassion but his spiritual audacity,” Hadebe explained. “When officers stood broken by what they had witnessed, he entered those shattered places with unwavering faith, restoring strength precisely where it was most critically needed.” 

As Mokoena now answers the call to minister to South Africa’s military personnel, SAPS Limpopo stands in formation to honour the spiritual warrior whose divine battlefield now expands to protect those defending the nation’s borders and sovereignty. 

"The SANDF is receiving not just a chaplain but a battle-tested spiritual commander whose ministry has proven itself in some of the most challenging spiritual terrain our officers face," concluded Hadebe.  "While we release him to this new assignment with heavy hearts, we know that the spiritual fortifications he has established within our ranks will continue to sustain and strengthen SAPS Limpopo long after his deployment to new frontlines."
